Accra — The Executive must provide clear justification for the use of certificate of urgency procedures on bills presented to Parliament, the Parliamentary Network has demanded.
The group raised concerns over the frequent reliance on urgent legislative processes, insisting that such measures should only be used when there are genuine and compelling reasons requiring immediate parliamentary action.
According to the Parliamentary Network, while urgent situations may require swift decision-making, the process must not undermine proper scrutiny, debate, and public accountability in the lawmaking process.
The call comes amid growing discussions about the balance between government efficiency and the need for Parliament to thoroughly examine proposed legislation before approval.
The group emphasized that lawmakers must have adequate opportunity to review the details, consult stakeholders, and assess the possible impact of bills on citizens.
The Executive has been urged to explain the circumstances behind each request for a certificate of urgency and demonstrate why normal legislative procedures cannot be followed.
The debate has renewed attention on Ghana’s parliamentary processes, transparency, and the importance of maintaining strong checks and balances between state institutions.
