Cape Coast — The University Teachers Association of Ghana (UTAG) at the University of Cape Coast (UCC) has rejected a proposed move by the Ghana Tertiary Education Commission (GTEC) to harmonise academic promotion guidelines for university staff.

The association has raised concerns over the proposal, arguing that a uniform framework could affect the autonomy of universities and fail to adequately reflect the unique structures, expectations, and academic environments of different institutions.

According to UTAG-UCC, academic promotion systems should consider institutional differences, disciplinary requirements, research priorities, and the specific mandates of individual universities.

The disagreement has opened a fresh debate within Ghana’s tertiary education sector over regulation, quality assurance, and the balance between national standards and university independence.

GTEC’s proposed harmonisation is intended to create consistency in academic promotion processes across tertiary institutions, but critics fear it could introduce challenges for universities with different academic profiles and operational realities.

UTAG-UCC has called for broader consultation with stakeholders before any new guidelines are implemented, stressing the need for policies that protect academic excellence while maintaining fairness.

The development adds to ongoing discussions about the future direction of Ghana’s higher education system and how best to regulate academic standards without compromising institutional autonomy.
