Civil society group pushes for major reforms in local governance

Policy advocacy group RISE-Ghana has called for an increase in the administrative expenditure cap for Metropolitan, Municipal and District Assemblies (MMDAs), arguing that the current limit is undermining effective oversight, monitoring, and service delivery at the local level.

The organization says empowering assemblies with greater administrative resources is critical to ensuring transparency, accountability, and efficient implementation of development projects across the country.

“OVERSIGHT REQUIRES ADEQUATE RESOURCES”

According to RISE-Ghana, many assemblies face significant operational constraints due to limited administrative funding, making it difficult to effectively supervise projects, monitor expenditures, and carry out essential governance functions.

The group argues that without adequate resources, local authorities may struggle to fulfill their mandate and respond to the growing needs of their communities.

CALL FOR STRONGER LOCAL GOVERNANCE

The advocacy group emphasized that strengthening administrative capacity is not merely about increasing spending but about improving the ability of assemblies to enforce accountability and ensure value for money in public projects.

It noted that robust oversight mechanisms are essential for preventing waste, improving project execution, and boosting public confidence in local governance structures.

DEVELOPMENT PROJECTS UNDER THE SPOTLIGHT

RISE-Ghana warned that inadequate administrative allocations could weaken monitoring efforts, potentially affecting the quality and sustainability of development initiatives undertaken by MMDAs.

The organization believes that increasing the administrative cap would enable assemblies to conduct regular inspections, strengthen reporting systems, and improve overall governance outcomes.

GROWING DEBATE OVER DECENTRALIZATION

The call comes amid broader national discussions about decentralization, fiscal management, and the effectiveness of local government institutions in driving development.

Governance experts say the debate highlights the delicate balance between controlling administrative costs and ensuring that assemblies have sufficient resources to perform their oversight responsibilities effectively.

PUSH FOR POLICY ACTION

As policymakers continue to evaluate local government financing arrangements, RISE-Ghana is urging authorities to consider reforms that would enhance the operational effectiveness of MMDAs and improve accountability at the grassroots level.

With increasing demands for transparency and efficient service delivery, the organization’s proposal is expected to fuel fresh discussions on the future of local governance and development administration in Ghana.
